Official Maritime Administration of the State of Eritrea

The Eritrea Maritime Registry is the designated national authority of the State of Eritrea responsible for the registration, regulation, and oversight of vessels flying the Eritrean flag. Statutory Mandate

The Eritrea Maritime Registry exercises full flag state jurisdiction over Eritrean-flagged vessels operating in international and domestic waters. In this capacity, the Registry is responsible for ensuring that vessels flying the Eritrean flag comply with applicable national laws and international obligations relating to maritime safety, ship security, seafarer labor standards, and the prevention of pollution from ships.

The Registry functions as the competent authority for the implementation, monitoring, and enforcement of maritime regulations and conventions adopted by the State of Eritrea, and represents the flag state in matters concerning vessel compliance and performance.

Primary Functions

In fulfilling its tatutory responsibilities, the Eritrea Maritime Registry undertakes the following core functions:

  • Registration and certification of ships entitled to fly the Eritrean flag, including the issuance and maintenance of statutory vessel certificates
  • Administration of seafarer certification and endorsements, ensuring that crew serving on Eritrean-flagged vessels meet internationally recognized training and competency standards
  • Oversight of statutory surveys, inspections, and audits, conducted to verify compliance with safety, security, and environmental requirements
  • Enforcement of maritime safety and environmental regulations, including measures related to pollution prevention and operational safety
  • Cooperation with port state control authorities and international maritime partners, with the objective of maintaining acceptable safety and compliance performance of Eritrean-flagged vessels

About Eritrean Maritime Authority

EMA is a Transport Ministry agency, managed by the Office of the Director-General. The Authority is based in Asmara, Eritrea and operates separate departments for the accreditation of training centers & seafarer certification, registration of Eritrea’s national fleet, and maritime security and safety.
